Problem Statement A situation of mental health problem or psychiatric disease nowadays is increasing. Ignorance this problem will affect social in many areas it affects social and people lifestyle. The mental health and prior strategies my not suitable with social while situation change rapidly and continually in the world. This change impact and induce mental health problems that have a more severe tendency continually. Therefore, it needs a new policy and strategies to drive a mental health of people development with more efficiency. Objective To develop and regulate a mental health policy which suitable with the health problem situation. Setting Limit The study setting was limited on persons who concerned with mental health services. For instance, public health officers of province, district and executive and also the people who were clients. Methodology Quantitative and qualitative research design were taken. Collecting primary data during March to April of 2003. Samples were 4 groups from 4 provinces of 4 regions, public health officers of province, district and executive and also the people who were clients ; Nonthaburi, Nakhon Phanom, Chiang Mai, and Surat Tani. All samples were randomized by purposive sampling for specific group in executive of public health on policy, others using multistage sampling. The executive of public health on policy taken in-depth interview for 8 persons. Replying questionnaire by provincial executive of public health for 29 persons. Application of focus group in public health officers in community 4 time for 72 persons. And taking interview at general hospital, community hospital, and psychiatric hospital for 3 hospitals per each province. Total of places were 12 hospitals for 1,000 clients. Analyzing data by descriptive statistic and content analysis. Results This study showed the policy statement and there were the suggestion for a policy development of mental health services in 3 strategies, to develop an accessibility of mental health services, structure reform and potential development, and consist of 19 measures. Rajanagarindra psychiatric Hospital. 1. Regulating the guidance to develop pattern of referral in psychiatric patients. 2. To implement along with the guidance. 3. Evaluating a referral pattern in patients, Family, communities, and public health officers. 4. To develop a referral pattern corresponds situation and context of local area. 5. Conclusion about a referra lpattern. Results: Application of participation in referral pattern development for psychiatric patients in Nakhon Phanom province was found the guidance to collaborate by 1. Improving the system of referral registration in psychiatric hospital and community hospital. 2. Increasing co-operation among physician in community hospial and psychiatrist by direct hot line consultation about mental health services in community hospital. 3. Having guidance of referral in psychiatric patients to use as work instruction together.
