The objectives of the thesis are 1. Studying the states and problems in administration and operation counseling system in secondary schools under the department of general education in Nakhon Ratchasima. 2. Comparing the personnel opinions towards the states and problems in administration and operation counseling system in secondary schools under the department of General Education in Nakhon Ratchasima, regarding the status of personnel and school sizes. The sample group studied consisted of 354 counseling supervisors and teachers working in secondary schools under the Department of General Education in Nakhon Ratchasima, in 2002. The research instruments of data collection amplified a self-made questionnaire asking counseling personnel opinions towards the current states and problems in supervision administration and operation counseling system in secondary schools under the Department of General Education in Nakhon Ratchasima. This 5-rating scale questionnaire contained 108 items meanwhile, frequency, percentage, mean standard deviation t-test one-way analysis of variance and sheffe, where the statistically significant difference was at the .05 level were used in data analysis. The findings of the study stated that: 1. Regarding to the personnel opinions towards the states of administration and operation counseling system in secondary schools under the department of general education in Nakhon Ratchasima, Overall, the operation were performed at moderate level when specifically considered, it was found that one aspect was at the high level whereas six aspects were at the average level. Prevention and problems solving showed the highest mean whereas supervision administration showed the second highest mean. The lowest mean was action transferring. 2. Regarding to the personnel opinions towards the problems of administration and operation counseling system in secondary schools under the department of general education in Nakhon Ratchasima, Overall, the problems were performed at moderate level when specifically considered, it was found that they were at the average level in all aspects. Prevention and problems solving showed the highest mean whereas action transferring showed the second highest mean the lowest mean was students promotion. 3. Considering to the comparison of personnel opinions towards the states of administration and operation counseling system in secondary schools under the department of general education in Nakhon Ratchasima, regarding to the personnel status, Overall, showed a statistical significant difference at the .05 level, when specifically considered the personnel opinions showed a statistical significant difference at the .05 level in six aspects. They were the aspects in administration knowing individual student, student screening, students promotion prevention and problems solving and action transferring Counseling supervisors' opinions showed the higher mean than those of counseling teachers in all aspects. 4. Considering to the comparison of personnel opinions towards the problems of administration and operation counseling system in secondary school under the department of general education in Nakhon Ratchasima, regarding to the personnel status, Overall showed no statistically significant difference at the .05 level, when specifically considered, the personnel opinions showed no statistically significant difference at the .05 level in all aspects. 5. Considering to the comparison of personnel opinions towards the states of administration and operation counseling system in secondary schools under the department of general education in Nakhon Ratchasima, regarding to schools sizes, Overall, showed a statistically significant difference at the .05 level in three aspects, When comparing in pairs, it was found that 5.1 Regarding to Supervision administration, personnel working in large size schools showed higher opinions than those working in average and small size schools 5.2 Regarding to student promotion personnel working in large size schools showed higher opinions than those working in small size schools 5.3 Regarding to prevention and problems solving, personnel working in large size schools showed higher opinions than those working in small size schools 6. Considering to the comparison of personnel opinions towards the problems of administration and operation counseling system in secondary schools under the department of general education in Nakhon Ratchasima, regarding to schools sizes Overall showed no statistically significant difference at the .05 level, when specifically considered, there was on statistically significant at the 0.5 level in all aspects.
