This is a national report based on the records of patients admitted to Castle Peak Hospital, the only mental hospital, in the British Colony of Hong Kong, during the year 1975, with a diagnostic label of mental sub normality given according to the clinical findings on the patient after admission. To facilitate better an understanding of background of this study, it would be expedient for me to outline briefly the situation in Hong Kong related to the care of mental sub normality and the services available for the treatment of the mentally ill. The problem of mental sub normality was brought into serious consideration by the Government of Hong Kong in 1960. At this time there occurred an increase in demand due to the rapid growth in population caused by the influx of refugees concurrent with political upheavals in mainland China. Dr. L.T. Hilliard, a psychiatrist in the U.K. renewed for his work on mental deficiency, was invited by the Hong Kong Government to conduct an investigation in order to advise and report to the Government on the problem of mental deficiency in Hong Kong. On the recommendations of Dr. Hilliard, structured services for the care of mental retardation were introduced and implemented in Hong Kong under the responsibility of the three social; service departments, namely the education, social welfare, and medical and health departments. Of these services, the medical department was responsible for the overall assessment of the mentally subnormal. It was also required to provide institutional placement for the most severely retarded group.
