The main purpose of this research is to compare the differences in the ability of Tambol's public-health officials in using the Department of Medical Service's handbook for evaluating the intelligence of the children age 2-15 years old, before and after the officials were trained and after the follow-up assessment. It was hypothesized that "there are significant differences in the ability of Tambol's public-health officials being trained in using the Department of Medical Service's Handbook for evaluating the intelligence of the children age 2-15 years old before and after training and after the follow-up assessment." The sample of this study consisted of 30 Tambol's public-health officials from the following Amphoes: Jomtong, Hod, Doi Tow, Maejam and Omgoi in Chiang Mai province, 15 of which were men and the rest were women. The sample group were trained to use the handbook and an assessment program was carried out after training. Questionnaires were used to assess the ability of these officials in using the handbook before training after training and after follow-up assessment program. The result of this study revealed that the ability of Tambol's public-health officials in using the handbook was higher after training and after the follow-up assessment than before training, which has confirmed hypothesis. There was however no significant difference in the officials ability after the training and after the follow-up period.
