Health priorities have changed in last decade because of a new method of disease burden study, which is the methodology of DALY (Disability Adjudted Life Year), so that mental health problems are becoming more importance. In the world health report 2001, world health organization proposed the world new strategies based on public health apprach to cope with mental health problems. The researcher reviewed related literatures regarding conceptual frameworks of both western and eastern thinking schools. SWOT analysis on mental health work in Thailand was done also. The integrated mental health concept was proposed and three strategies for the national mental health agenda were recommended. The first strategy recommended was a mental health service promotion strategy, based on public health approach. The second was a good mental health lifestyle promotion strategy. And the third was building a sustainable mechanism to continue drive of the national mental health work. And also this paper suggested three major research agendas to support all strategies recommended.
