This study was to investigate unit cost of mental health services of 15 psychiatric hospitals under the Mental Health Department, the Ministry of Public Health of the fiscal year 2000 by retrospective way and at provider view. Data were collected from data record forms of Labor cost LC, Material cost MC, Capital Coat CC, and Full Time Equivalent FTE during 1st day of October 1999 until 30th day of September 2000. Hospital organizations Producing Cost center RPCC, and Patient service PS. Costs in NRPCC and RPCC had been considered as indirect costs by pattern, which were finally allocated to direct cost of PS by the Simultaneous Equation Method with appropriate allocation criteria for each department unit. The results were described in detail. In conclusion, this research set the standard of unit cost data collection which were benefitial to the executive committee of the Mental Health Department for budget allocation. Moreover, it is likely to be a management tool for middle up to top management of the public health department in making appropriate budget planning and budget allocation of the public health department and also be a guideline for developing appropriate mental services in line with public health economic methodology.
