The mental health reform internationally follows an emerging consensus towards the transition from hospital-based to community-based services, the integration of mental health services with general health services and the provision of mental health care as part of primary health care services. The University of Melbourne-Harvard Medical school international mental health leadership program promotes the development of appropriate and effective mental health policies and services through an active regional network involved in mental health policy, service development and research. The program also supports the development of research capacity and the use of evidence in policy development and implementation, and services evaluation. Young psychiatrists undertake a one-year part-time program of training mentoring and supervision of project work to gain necessary experience in designing and implementing projects, and to develop their leadership skills. The training contributes locally to mental health policy, service development, and service evaluation, To address the shortages of skills workers and clinical expertise in mental health service delivery in the region, the postgraduate overseas specialist training (POST) Program provides specialist training and exposure to modern models of care for psychiatrists, nursing and allied health staff in key areas of mental health. International collaboration and co-operative links in training and implementation program are necessary in order to promote better mental health care, clinical practice and service development.
