The Regional Medical sciences center 7 ubon ratchatani has a role as a "technical facilitator" to support government hospital laboratories in region 7, and needs to assess any impacts on quality system development of hospital laboratories under the Universal Health care coverage program. The study was lanuched in January through February in 2002. emphloying a questionnaire survey method; 68 hospital laboratories completed self-administered questionnaires (76.4%) with the most impressive response from Amnat Charoen Province. The data showed no negative impacts on quality system development of some hospital laboratories (29.4%), while 35.5 percent had witnessed positive impacts. About half of the hosiptals continued to receive the same amount of funding yet 27.9 percent saw to the increase. The decreases were reported in 19.1 percent of the hospitals, all of which were in Mukdahan Province. Over half of them 55.9% reported increase in workload. While 29.4 percent had maintained the same level of burden. The quality systems could be ranked in the order of adoption as follows: HA. ISO 9001-9002, ISO/IEC guide 25, none, ISO/IEC 17025 and variations of inter-sectoral (95.6%) and re-examinations (83.8%)
