The evaluation on health promotion and environmental control was carried out in 7 provinces of the 8 and 9 Health regions (Chon Buri, Rayong, Chanthaburi, Trat, Chachoengsao, Pranchin Buri and Sa Kaeo) by analysing their strategies, tactics operational plans and budgets during October 2003 to September 2004. It was found that thirty percent of allocated budget of the Regional 3 Health promotion Center went to the study area as subsidies for their mandates. The total seed money of 2.855 million baht or 0.408 million baht for a province on the average (ranging 0.327 – 0.476 million baht) were allocated. The 7 provinces additionally alloted 38.6 percent of the seed fund and the budget from CEO plan to support exercise campaign, 25.5 percent for maternal and child health care and 14.1 percent for Healthy City Program. Community participation and capacity building were common tactics, while strengthening quality of maternal and child care as well as exercise and food sanitation campaign became specific tactics. Public health policy advocacy and management process at a provincial level led to a success in health promotion and environmental health
