The Universal Health care coverage project has virtually applied capitation tate for outpatients and controlled health care cost for inpatients by diagnosis related group (DRG). The 1999-2002 financial analysis of sena hospital has revealed that while revenue remained unperturbed at 65-70 million baht annually, the outlay uncovered by the government, increased about 26-51 percent and ranged from 57 to 86 millon baht per year. Its net revenue has been reduced progressively from 33 to 7.8 million baht annually. The inventories increased from 7 to 9 million baht per year and its debts were in the range 6-8 million baht annually. In 2002, 9 million baht, for universal coverage, was allocated to the hospital and manifested a substantial cut relative to the budget of the previous years. The project contributed 14 million baht to the revenue and the social welfare Fund paid 10 million baht in 2002 to cover the medical bill of its beneficiaries. Unit costs were estimated to be 265 baht per visit of an outpatient and 4,780 baht per an inpatient roughly. Its quick ration (net revenue to debt) was 0.9 the current ration (accured to debt) 2.1, and the income labour ration 1.6. The hospital should seriously consider an increase of income through various measures including accrual account basis and minimizing its expenses and debts. Rooms of improvement can be made on a control of medical supply inventories, manpower, and instruments.
