The purpose of this study was to investigate the conditions, situations and prevention of and caution against drugs in the community of Tambon Ban Siao. It also aimed to study the participation contemplated by the community leaders. The study was a participating action research, which was in progress from November 1,2000 to February 28, 2002. The study revealed that before the project was processed, the people of the village did not make a conserted effort in order to find a solution. This project gave them an opportunity to talk together, and exchanged ideas, in order to realise that they collectively faced the same problem. In community meetings, the set up preventive measures and necessary precaution against drugs. The process of decision making and demands depended on the potential of the local community. Then the people could duly think, learn and analyse the problems of the community by themselves. The effects of the development (vigorous community) were the problem of narcotics was lessened as a result of collective problem recognition and adopting corrective measures in unity. Juveniles and adults exchanged ideas, leading to a great understanding. A learning network in the community group was formed. These were dynamic developments for holistic public participation. However to sustain the development the potential of community leaders, the local agency and mainly people agency networks should be developed further.
