The assessment of universal health care coverage Project in Pattani Province was carried out after the first trimester of the project implementation covering the related environment, imput, process and outcome, based on stufflebeam's CIPP Model. Documentary review, in depth interview of health personnel, and interview of the general population and clients were carried out during January-March 2002. It was found that the religious leaders should play critical roles in information dissemination. The project needs an action plan pertaining to the national policy. There was universal health care coverage center in each hospital, yet, in line with the new mandate, the project badly need a reshuffle of health manpower and urgent clarification on financial management. Eight committees had been a key mechanism in running the project but further verifications were in sight so as to minimize inefficiency. The interviewed staff 100% professed limitation in their grasp of the project in terms of knowledge which, in turn, affected their attitude and satisfaction. Where as about half 51.3% of the interviewed population knew very little about their own benefits, they 55.4% had moderate attitude towards the project, However, half of the clients 50.9% reported satisfaction on the services and 40.3 percent of them were somewhat satisfied. It seems the beneficiaries need more information about the project and there is a large room of improvements in terms of service quality as well as health manpower development.
