Along the line of the government policy on monitoring the Ministry of Public Healthhas duly strengthened the process of supervision and evaluation of health development This descriptive study was designed to assess the effectiveness of a focal point model developed by and applied in Healt Region 7 in 2002 after a full year of its implementation taking into account mainly the products outcomes inputs and processes The evaluation employed the Decision Making Model and primary and secondary data in both qualitative and quantitative analyses It was reported that in all the indices of the products and outcomes measured 42.86 percent success in three preventive projects namely diarrhea accident and mental health and drugs control Only three of the indices on the inputs and process related to policy action plan and follow-up Most health administrators and health workers agreed upon some benefit of the focal point model yet its effectiveness remained low and hindered by the short time-span of the implementation the selected peoblems did not fit the local predispositions Moreover the follow-up was confined to the urbans only and without adequate support of technical regional centers In that connection the co-ordinating committee should in the future focus on identifying the actual local problems provision of relevant resources and expansion to the rurals with ample participation of te health workers in strategic planning
