(Draft) The Alcohol Beverages Control Act has passed the Special Committee on 12th October 2007 together with news from many sources that there are attempts from the beverages business sector to delay the process before the Act can pass the present National Legislative Assembly (NLA). If the process cannot be further delayed, the beverages business sector will send representatives to explain in the Assembly in order to stir conflicts or to use excuses for reconsideration or further review of the case. This may result in delay in considering the case in Agendas 2 or 3 in the Assembly. Finally, if this Act passes the Assembly, there will be amendments resulting in less stringent control measures and is therefore ineffective. At present, the networks of people are trying to expand their participation to cover other groups by mobilizing their support to the present NLA who is supportive of the Act. This will be done by supplying more information so that NLA can effecti8vely tighten the control measures, especially those relating to the banning of advertisements or at least to maintain the control measures that have already been approved by the Special Committee. The task will fall on people's shoulders to mobilize their efforts to push for policy changes when the new government is in place if this Act does not pass the Assembly. If this Act passes NLA, the next task is to push for more representatives to participate in every level of the committee for controlling alcohol beverages as much as possible. Their role will be to keep an eve on illegal acts in each areas so that people can litigate the cases as well as to sensitize the public to effectively control the situation. The process of mobilization is done through legislation integrated with campaigns to stop drinking during festive seasons or traditional events or to create alcohol-free zone, all of which are parts of the measures of this Act. The important target groups that the networks must pay attention to and must work with strategically are the youth. The issue of alcohol may be tied with HIV/AIDS infection, which is increasingly becoming a major issue amongst youth. In addition, a hotline providing counseling on alcohol must be further improved so as to provide a channel for people who face alcohol-related problems. This may be integrated with the stop smoking call centre at the national level. The people's efforts need to be closely coordinated with providing knowledge and with the government's policy.
