Cambodia is a country with a recent legacy of over three decades of civil war from late 1960-1998. During period of Pol Pot, the Khmer Rouge regime, all the fundamental structures of the country were destroyed. Nearly 2 million people were killed; survivors have been suffering from physical illnesses, especially mental problems that urgently help. After the fall of the Khmer Rouge in 1979, no mental health services were available. Since early 1990 under supervision of United Nation force, Cambodia has been receiving aids from foreign countries, international agencies and international internal Non Governmental Organizations (NGOs) to support Cambodian people with low income. The needs of mental health is enormous but assess to mental services are at low priority. At present, Cambodia has more than 14 million people ; however there is only one NGO works in the Centre for child mental health that specialized in treating children with mental health and behavioral problems. NGOs teach and provide social services such as mental and counseling services. Trans-cultural Psychosocial organization (TPO) provides community based approach and mental clinics in 4 provinces. The Norwegian Agency for International Development ( NORAD) with cooperation of International Organization for Migration (IOM), University of Oslo and University of Health Science Phnom Penh, MINISTRY OF Health started training in Specializing Psychiatry. There approximately twenty-six psychiatrists, forty five psychiatric nurses and more than four hundred general practitioners and nurses were trained about the basic of mental health care. At the present, NORAD has no more funded to assist mental health in the country. Currently, 1 out of 4 national hospitals and 8 out of 76 referral hospitals provide specialize mental services; nearly 40 referral hospitals provide primary mental services and 2 rehabilitation centers for stable patients. More than 60,000 mentally ill patients receive psychiatric treatment each year. In addition, 13 residents are in psychiatric training .In 2007 the Ministry of Health of the Royal of Government of Cambodia established Bureau of Mental Health belonging to Department of Hospital Services (DHS), Ministry of Health (MoH) to manage and coordinate mental health field more effectively. Although Cambodia received many kinds of aids funding general health sectors, the mental health development is still limited. At present, the government pays attention to promote and improve mental health among people in rural areas including substance abusers through cooperation with public and private health services. By2020 all 76 referral hospital will have mental health services with high quality for all people regardless of gender, race, ethnicity, religion, political affiliation, or diseases. To reach this goal, Ministry of Health needs technical and financial supports from foreign agencies, partners, and specialist to increase the number of human resources in psychiatry and other mental health facilities.
