The Philippines share with developing countries especially in Asia, such conditions as severe shortage of resources both in infrastructure and manpower as well as a prevailing low value for mental health such that it remains of low priority in the allocation of health services in the community. It shares with these countries data that 20-25% of patients consulting general health clinics have psychiatric disorders but the recognition rate for these disorders is low at 3-5%.This data, in addition to the continuing neglect and stigmatization of those with identified psychiatric disorder have led to severe gaps in treatment, especially in community mental health care. What has become apparent is that the concept of a comprehensive community mental health care as practiced in many developed countries is not applicable in many developing countries including Philippines, because this kind of care depends on specially trained mental health workers. In order to address this vital issue, Philippine community mental health programs are planned as integrated in general health services through training of primary health workers. The Philippines is also vulnerable to natural disasters because of its geological properties and location. Psychological intervention programs in response to disasters have been developed. It became clear is that these programs have become the “door” to the development of the much needed mental health programs in the community. This paper will describe the development of a psychosocial rehabilitation program following the disaster in 2005 to a mental health program in a Philippine community. The various components of this program will describe includes: the development of a telepsychiatry program, which is envisioned to reach isolated and remote areas for mental heath service delivery.
