Thailand is a low to middle income country located in Southeast Asia with a population of 62.8 million. Of the total disease burden for Thailand, depression ranked fourth for females (2004). In 2007, the suicide rate was 5.95 per 100,000 persons. The Department of Mental Health (DMH) under the Ministry of Public Health ( MoPH), mental health legislation was enacted in 2008. The Department of Mental Health accounts for approximately 3.8% of total government health care expenditure. Community Mental Health (CMH) services in Thailand have been integrated into the public health services system throughout the MoPH administrative infrastructure, from villages to regional levels. Primary mental health care at the village levels is taken care by village health volunteers. At the sub-district levels, primary care unites and health centers staffed by health personnel provide primary medical services, including mental health screening and monitoring to ensure psychiatric continuity of care. Community hospitals at the district levels and general hospital at the provincial levels provide outpatient services for common psychiatric disorders, continuity of care for chronic patients, and mental care to general hospital patients. Specialized comprehensive psychiatric care is provided mainly by 17 psychiatric hospitals of DMN. The total number of psychiatric beds equals 8,700 (13.8 beds per 100,000 population) with 9% of beds reserved for children and adolescents. Mental health care at each level includes not only psychiatric care and rehabilitation, but also covers mental health promotion and prevention. The community mental health has been extended to networks outside the health system, including schools, temples and community authorities. Psychiatric hospitals and the regional mental health coordinating centers under the Department of Mental Health have key role in empowering the local community mental health network to integrated mental health into their main stream services. Best practice examples are Suicide Prevention Program by the health volunteer workers, School Mental Health Care Program, Crisis Mental Health Interventions following the Tsunami, Return to Life Project (For chronic psychotic patients, chained or wandering around on the street).
